Studying a new language can be a challenge. Some language learners worry very much if listeners have trouble understanding their accent or when people mutter expressions they don't understand. But with a plan of action and regular practice, most people can reach a good standard of communication in a second language. Pronunciation practice is an important matter when studying a new language, as incorrect pronunciation can cause misunderstandings. The plan of most adult language learners however , isn't to match the pronunciation of native speakers but to have comfortable communication in everyday business and social situations.

Flood
1. Intro
A flood is an overflow of an expanse of water that submerges land. In the sense of "flowing water", the word may also be applied to the inflow of the tide. Flooding may result from the volume of water within a body of water, such as a river or lake, which overflows or breaks levees, with the result that some of the water escapes its usual boundaries.[3] While the size of a lake or other body of water will vary with seasonal changes in precipitation and snow melt, it is not a significant flood unless such escapes of water endanger land areas used by man like a village, city or other inhabited area.
Floods can also occur in rivers, when flow exceeds the capacity of the river channel, particularly at bends or meanders. Floods often cause damage to homes and businesses if they are placed in natural flood plains of rivers. While flood damage can be virtually eliminated by moving away from rivers and other bodies of water, since time out of mind, people have lived and worked by the water to seek sustenance and capitalize on the gains of cheap and easy travel and commerce by being near water. That humans continue to inhabit areas threatened by flood damage is evidence that the perceived value of living near the water exceeds the cost of repeated periodic flooding.

</td> </tr> </tbody></table>

Before a flash flood:

  • Keep a portable radio on at all times so that you can listen to emergency updates.
  • If you are trapped inside your house, climb to the highest place and wait for rescuers to find you. Do NOT swim outside.
  • Store water in jugs, sinks, etc.
  • Place valuables in the highest level of your house.
  • Bring outdoor furniture and toys indoors and secure them.
  • Turn off all utilities and close the main gas valve.
During a flood:

  • Do not travel in flooded areas.
  • Do NOT go near power lines and electrical wires.
  • Beware of wild animals.
After a flood:

  • Make sure your house is safe before entering.
  • Do not use fire when reentering the house.
  • Use a flashlight.
  • Do not turn on your power until an electrician deems it safe.
  • Boil all water before use until officials proclaim its safety.
  • Beware of sharp debris and slippery floors.
  • Throw out all foods contaminated with flood water.
  • Make sure all property is safe again.
<table style="" class="MsoNormalTable" border="0" cellpadding="0" cellspacing="0"> <tbody><tr style=""> <td style="width: 375pt; padding: 0.75pt;" width="500"> 3. Flood Prevention
</td> </tr> </tbody></table>

There are a myriad of ways to prevent floods. The creation of flood plains and winding streams are two of the best ways to hinder the accumulation of water by providing a route for the drainage of water. Also, the protection of wetlands helps to maintain a natural drainage system to provide a place for the excess water to gather. Such devices allow the water to evaporate before it can accumulate, creating flooding conditions.

Levees also impede the collecting of water. Levees are embankments composed of soil and earthen material that are used to prevent annual flooding in many areas. With a levee, a huge amount of rain water is required before flooding occurs. However, one drawback to their use is that if water is able to get past the levees, then the flooding is significantly worse and causes several times more damage.

Other ways of preventing floods include placing sandbags along the riverbank to serve as levees and placing large rocks on banks to prevent erosion, which prevents riverbanks from deteriorating, remaining high enough so that flooding will not occur as frequently.

4. FLOOD IN CENTRAL VIETNAM
The article about flood in central Vietnam on dtinews.

Death toll rises to 60 in central Vietnam
Floods claimed up to 60 deaths, caused 22 missing persons and ravaged some ten thousand houses in the Vietnamese central region by late October 7.

Quang Binh Province has remained the hardest-hit with 39 fatalities and 18 missing, while as many as 100 communes in six local districts are still underwater. The poverty-stricken province is estimated to have suffered more than VND1 trillion (USD50.76 million) in damages.

Currently, roughly 2,000 residents in Tan Hoa Commune, Minh Hoa District, are still living in caves and shelters on mountains. Many of them have become ill after fighting with the deluge for five days.

According to the latest report from the National Centre for Hydro-metrological Forecasting, despite decreased rainfall from Ha Tinh to Thua Thien-Hue provinces, water levels on Ngan Sau River and the basin of Kien Giang River stood high. People in the central region continue facing severe damages.

Up to 39 communes in Ha Tinh Province are covered with water, mostly in Huong Khe, Vu Quang and Huong Son districts. Meanwhile, the overflow at Ho Ho Hydropower Plant is threatening tens of thousands of locals.
By late October 6, nearly 1,500 households in Thua Thien-Hue Province were flooded. Quang Dien District had 150 hectares of vegetables and rice ravaged.

The Prime Minister has urged authorities of the provinces of Ha Tinh, Quang Binh and Thua Thien-Hue to provide bottled water and instant noodles for the flood-stricken households.

The Ministry of Defense has sent seven flights to transport 5.6 tonnes of instant noodles and clean water to isolated areas in Quang Binh Province. The army forces have also saved 48 sailors on six ships encountering accidents at sea.
Meanwhile, the Ministry of Agriculture and Rural Development has given chemicals to help these localities with sterlisation. The Ministry of Health has offered medicine, nearly 1,000 life-jackets and lifebuoys and 500,000 tablets of Cloramin B for households from Nghe An to Thua Thien-Hue Province.
The Ministry of Education and Training on October 7 launched a movement to support the central region. It received a donation of VND143 million at the launching ceremony.

paid me a compliment.
Susan: What did she say?

Susan: Way to go!
Nicole: She also said I should go into politics, just like Hillary.
Ted: You're so gung ho about school. It drives me crazy.
Nicole: Ted, don't butt in! You're just jealous.
Ted: Right. You hit the nail on the head. I'm green with envy.
Nicole: Would you just shut up? You're on thin ice with me
right now.
Ted: Oh no! Look at me. I'm shaking in my shoes!
